Innovative Solutions for a
Resource Efficient Tomorrow
From Disposal Challenge to Circular-Economy Resource
Coal remains India's dominant source of electricity generation. In FY 2024-25, the country's coal and lignite thermal power stations generated over 340 million tonnes of fly-ash — with utilisation climbing to nearly 98 per cent, one of the sector's strongest levels.
This progress did not happen by accident. India's Fly Ash Mission, tighter MoEFCC and CPCB guidelines, steady construction-sector demand, and freight concessions from Indian Railways all pushed this shift forward together. Together, these measures helped transform fly ash from a disposal challenge into a significant circular-economy resource.
Gypsum presents a different and less developed resource-recovery opportunity. FGD systems can generate gypsum as a by-product when coal plants remove sulphur dioxide emissions. However, FGD installation has lagged behind earlier compliance timelines. Power plants have installed FGD systems at only a fraction of India's coal-fired capacity, despite successive compliance deadlines.
The CEE Waste Management Summit & Awards 2026 will bring plant operators, regulators, technology providers and recycling innovators together. They will examine the progress of the fly-ash model and explore the emerging opportunities around gypsum.
Two Streams, Two Very Different Stories
Real, diversified demand
The sector directed roughly 32 per cent of fly ash to roads and flyovers, 27 per cent to cement manufacturing, and 14 per cent to bricks and tiles. The remainder went to backfilling, mine filling, agriculture, and ready-mix concrete.
Portland pozzolana cement made with fly ash strengthens concrete and cuts material costs, while fly ash bricks stay lighter and more durable and reduce the need for quarried clay. Reclamation projects turn mine land and low-lying areas into usable topsoil instead of leaving them as wasteland.
Substitution, not invention
Gypsum recovery in India is still in its early stages, shaped directly by how fast plants install FGD systems. Only around 44 thermal power units — roughly 11 per cent of the capacity targeted for FGD retrofitting — have commissioned systems.
Where FGD systems do operate, gypsum has three clear paths to market: cement producers use it as a setting retarder, construction firms use it for plasterboard and drywall, and farmers use it as a soil conditioner that adds calcium and sulphur to alkaline soils.
FGD retrofitting nationwide
Proof That Circular Models Can Work at Scale
Fly-ash utilisation in India has climbed from under 10 per cent in the 1990s to close to full utilisation today — proof that circular-economy models can work at a national scale when policy, industry, and infrastructure align.
Diversified demand across roads, cement, bricks, mine filling, and agriculture has made this recovery durable rather than dependent on a single buyer.
FGD gypsum can provide a domestic alternative to natural gypsum in applications such as cement and construction materials.
Both materials reduce demand on virgin resources like sand, gravel, and mined gypsum, while cutting the sector's landfill and land-use footprint.
Wider FGD adoption could increase domestic gypsum availability and create new opportunities for its use across relevant industries.
Effective material recovery can help power plants reduce disposal requirements while creating opportunities to reuse industrial by-products.
Six Conversations Shaping India's Recovery Sector
What's actually driving India's fly-ash utilisation rate toward near-total capacity and what's still slowing the last mile in lagging states and sectors.
The business case for FGD installation and gypsum recovery as India's regulatory framework continues to evolve.
Real plant-level case studies in fly-ash-based cement, bricks, road base material, and mine and land reclamation.
Policy developments shaping FGD requirements, compliance timelines, and the potential impact on future gypsum availability.
Emerging technologies and vendor solutions in ash handling, transport, and gypsum processing.
Where environmental compliance and profitable material reuse genuinely meet and where they still don't.
